Though it is the most common, the design by rule approach may not be the safest.

A recent online exclusive by Processing Magazine discussed best practices for pressure vessel design. The
American Society of Mechanical Engineers‘ Boiler Pressure Vessel Code, Section VIII established benchmarks for designing pressure vessels to ensure safe working conditions. While most pressure vessels are designed according to the ASME’s “design by rule” or “design by formula” approach, many of these vessels are designed according to the newer “design by analysis” approach.
